Can a libero serve in volleyball?

Per FIVB Rule 19.3.1.3, the libero is not allowed to serve. The US domestic rulesets differ: under USAV Rule 19.3.1.3b, NCAA Rule 12.1.2.3 and NFHS rules, the libero may serve, but only in one rotational position per set. When a team designates two liberos, either libero may serve, but only in that same one position in the serving order. Serving in a second position is a rotational fault. Confirm which ruleset your competition uses before the match.
