Can a libero attack the ball in volleyball?

The libero cannot complete an attack hit where the ball is entirely above the top of the net, from any position on the court. This applies under all major rulesets.

Per FIVB Rule 19.3.1.3, the libero may not complete an attack hit if, at the moment of contact, the ball is entirely above the height of the net. This restriction applies regardless of where on the court the libero is standing -- unlike back-row attack rules, the libero's attack restriction has no "behind the 3-meter line" exception. Additionally, per FIVB Rule 19.3.1.4, no player may complete an attack hit from a ball that was set by the libero using an overhand finger action while the libero was in front of the attack line. Setting from behind the attack line or using a forearm pass from anywhere are permitted.
